Emperor of the Outlaws

Rowan is a bandit in a small stronghold, and his first problem is his own brother, who plans to sell his wife off for a favour. He kills the man who comes at him, and a system attaches itself to him and starts handing out weapons, a pistol first, then a Gatling gun. His sister-in-law puts a pair of scissors to his throat before she comes around to him. The second in command of the Green Wind camp turns up at the gate demanding grain and women, and Rowan shoots him dead, at which point his own men start asking for glowing sticks of their own. He does not yet know how to work the safety on the pistol, and the whole Green Wind camp is now marching on them. He takes the camp anyway, then Linquan prefecture, and declares himself county magistrate. He opens the granaries, reviews old convictions that were wrongly decided, and plants potatoes and radishes that ripen in a month, which brings in refugees. The court sends men to kill him and neighbouring bandit groups keep raiding. With modern weapons and drill methods he wins outnumbered, repeatedly, and absorbs fifty thousand scattered soldiers into his own force. He takes Rouyang prefecture next and accepts the title of Prince of Rouyang from the court, while quietly recruiting soldiers and officers.
